توقّع وزير الخارجية السوري أسعد الشيباني استئناف المفاوضات قريباً مع إسرائيل بشأن اتفاق أمني يؤدي إلى انسحاب إسرائيل من الأراضي السورية، ودعا إسرائيل إلى اغتنام «فرصة تاريخية» مؤكداً أن الباب مفتوح أمام الدبلوماسية.
الأولوية لوقف الهجمات
وفي مقابلة في دمشق مع «رويترز»، أمس (السبت)، بعد أيام من قصف إسرائيل لقاعدة أبو الظهور الجوية السورية، أكد الشيباني أن أولوية دمشق هي وقف الهجمات الإسرائيلية، مؤكداً أنه من الضروري اتخاذ خطوات لبناء الثقة في هذا الاتجاه.
وقال الشيباني: «بعد حرب إيران جمدت المفاوضات، ونتمنى أن تعود في الفترة القريبة حتى نستكمل هذا الأمر». وأضاف: «نحن لا نثق بإسرائيل حالياً»، مشيراً إلى أن الاتصالات انقطعت بعد الضربة التي استهدفت القاعدة الجوية.
وأضاف: «لا بد أن يكون هناك تواصل... خاصة مع جهة دائماً تهدد أمن سورية، لكن هذا التواصل إذا لم يأت بنتيجة، فلا نريد هذا التواصل على الإطلاق».
إسرائيل جرّبت القوة ولم تنجح
وأكد الشيباني أن إسرائيل جربت كثيراً أن تحفظ أمنها من خلال القوة الخشنة، ولم تنجح. وأضاف: «الباب مفتوح، ستأتي إلى هذا الأمر، وأعتقد أنه قريباً ستستأنف المفاوضات».
وأشار إلى أن واشنطن تحاول بشكل متواصل الضغط على إسرائيل أو دفع إسرائيل باتجاه العودة لطاولة الحوار والوصول لاتفاق مع سورية.
ورداً على سؤال عن مدى تفاؤله، قال الشيباني إنه من الصعب كثيراً أن تراهن على إسرائيل، لكن لدينا طموح كبير جداً في أن تكون علاقة سورية مع المحيط علاقة مستقرة. وأضاف: «سورية اليوم تمد يدها للتفاهمات، للسلام، للدبلوماسية، تريد أن تكون منطقة مستقرة».
لا إرادة حقيقية للتوصل لاتفاق
وقال الشيباني: «إسرائيل تطلب أن يتم مراعاة مخاوفها الأمنية. ليس لدينا مشكلة، نعي هذه المخاوف، لكن أيضاً يجب على إسرائيل أن تحترم المخاوف الأمنية لدى سورية وأن تحترم سيادتها»، مشيراً إلى استخدام إسرائيل للمجال الجوي السوري والغارات وعمليات الاعتقال التي تنفذها إسرائيل في الجنوب.
وبخصوص الاتفاق الأمني، أوضح أنه في مطلع العام اتفقنا على كل شيء تقريباً، على الورق... كان فيه العديد من النقاط، أول شيء عدم اعتداء إسرائيل على سورية، عدم تدخل إسرائيل في الشؤون الداخلية لسورية.
وكشف الشيباني أن إسرائيل سعت إلى التهرب من إتمام الاتفاق، مضيفاً: «لم نجد لديهم الدافع أو الإرادة الحقيقية للوصول إلى اتفاق».
التركيز على عدم الاعتداء
ووفق الشيباني، فإن دمشق تركز حالياً على إيقاف الاعتداء قبل أي شيء، حتى قبل الاتفاق الأمني.. «من الممكن لاحقاً فتح موضوع السلام، موضوع الجولان، الآن رجعنا خطوة للوراء».
وأفاد بأنه لم يتم الاتفاق بعد على الآلية، مضيفاً: «لا نريد أن تكون أيضاً آلية لتثبيت واقع الاحتلال الإسرائيلي في سورية الجديدة، نريد أن تكون آلية لإيقاف الاعتداءات وتمهيد الأجواء حتى نصل لاتفاق أمني يكلل بانسحاب إسرائيل».
وأكد أن إسرائيل قصفت قاعدة أبو الظهور حتى بعد أن أوصلت سورية إليها رسالة مفادها أنها لن تكون قاعدة تركية. وأشار إلى أن سورية تعتمد على الدعم التركي في التدريب العسكري والتعاون، وقال: «تركيا مستعدة ومبادرة ولديها الاستعداد لدعم الشعب السوري في هذا المجال، وبالتأكيد نحن. أول شيء نشكرهم على هذا الأمر، ولن نستغني عن هذا الدعم».
The Syrian Foreign Minister, Asaad Al-Shaibani, expected negotiations to resume soon with Israel regarding a security agreement that would lead to Israel's withdrawal from Syrian territory, calling on Israel to seize a "historic opportunity" and affirming that the door is open for diplomacy.
Priority to Stop Attacks
In an interview in Damascus with "Reuters" yesterday (Saturday), days after Israel bombed the Syrian Abu Dhuhur airbase, Al-Shaibani confirmed that Damascus's priority is to stop Israeli attacks, emphasizing the necessity of taking steps to build trust in this direction.
Al-Shaibani said: "After the Iran war, negotiations were frozen, and we hope they will resume soon so we can complete this matter." He added: "We do not trust Israel at the moment," pointing out that communications were cut off after the strike targeted the airbase.
He added: "There must be communication... especially with a party that always threatens Syria's security, but if this communication does not yield results, we do not want this communication at all."
Israel Tried Force and Failed
Al-Shaibani confirmed that Israel has often tried to secure its safety through brute force, and it has failed. He added: "The door is open; you will come to this matter, and I believe that negotiations will resume soon."
He noted that Washington is continuously trying to pressure Israel or push Israel towards returning to the negotiating table and reaching an agreement with Syria.
In response to a question about his level of optimism, Al-Shaibani said it is very difficult to bet on Israel, but we have a very strong ambition for Syria's relationship with its surroundings to be a stable one. He added: "Syria today extends its hand for understandings, for peace, for diplomacy; it wants to be a stable region."
No Real Will to Reach an Agreement
Al-Shaibani said: "Israel asks that its security concerns be taken into account. We have no problem; we are aware of these concerns, but Israel must also respect Syria's security concerns and its sovereignty," referring to Israel's use of Syrian airspace and the airstrikes and arrest operations it conducts in the south.
Regarding the security agreement, he clarified that at the beginning of the year, they agreed on almost everything on paper... there were many points, the first being Israel's non-aggression against Syria, and Israel's non-interference in Syria's internal affairs.
Al-Shaibani revealed that Israel sought to evade completing the agreement, adding: "We did not find in them the motivation or the real will to reach an agreement."
Focus on Non-Aggression
According to Al-Shaibani, Damascus is currently focusing on stopping aggression before anything else, even before the security agreement... "It is possible later to open the topic of peace, the topic of the Golan; now we have taken a step back."
He stated that they have not yet agreed on the mechanism, adding: "We do not want it to also be a mechanism to entrench the reality of Israeli occupation in the new Syria; we want it to be a mechanism to stop aggressions and pave the way until we reach a security agreement crowned by Israel's withdrawal."
He confirmed that Israel bombed the Abu Dhuhur base even after Syria conveyed to it the message that it would not be a Turkish base. He pointed out that Syria relies on Turkish support for military training and cooperation, saying: "Turkey is ready and has the initiative and willingness to support the Syrian people in this area, and certainly we. First of all, we thank them for this matter, and we will not dispense with this support."
