•• لا يمكننا الحديث عن واقع محافظة المهرة اليوم دون أن نتوقف بإجلال أمام الدور الأخوي الريادي للأشقاء في السعودية؛ فالأثر الإستراتيجي لدعمهم السخي والمستمر، الذي يترجمه «البرنامج السعودي لتنمية وإعمار اليمن» على أرض الواقع، يتجاوز حدود المشاريع الآنية أو المساعدات العابرة، ليمثل في جوهره الركيزة الأساسية للاستقرار الشامل والأمن التنموي المستدام الذي تنعم به المهرة اليوم، يضاف إلى ذلك الدور الإنساني المتميز لـ«مركز الملك سلمان للإغاثة والأعمال الإنسانية».

•• الحديث عن مشروع «مدينة الملك سلمان الطبية والتعليمية» يأخذنا إلى آفاق جديدة من الأمل؛ فهذا الصرح ليس مجرد مستشفى أو منشأة تقليدية، بل هو أكبر مشروع حيوي طبي وتعليمي في تاريخ محافظة المهرة، ويمثل نقلة نوعية وإستراتيجية في قطاع الرعاية الصحية والتعليم الأكاديمي.

وتكمن أهميته الكبرى في كونه سينهي تماماً معاناة آلاف المرضى من أبناء المحافظة والمحافظات المجاورة، الذين ظلوا لسنوات طويلة يتحملون مشاق وتكاليف السفر الباهظة إلى الخارج أو إلى المحافظات البعيدة بحثاً عن العلاج والرعاية المتخصصة.

​ستوفر هذه المدينة الطبية المتكاملة، بمرافقها وأقسامها المتقدمة، رعاية صحية من الدرجة الأولى وعيادات تخصصية نوعية، إذ يضم هذا الصرح مستشفى تخصصياً بطاقة استيعابية تبلغ 110 أسرّة، وكلية للعلوم الصحية، ومرافق تدريبية متكاملة، بما يعزز جودة الرعاية الصحية وتأهيل الكوادر الطبية والتمريضية التي ستغذي القطاع الصحي في المستقبل.

والعمل يسير على قدم وساق وبوتيرة عالية جداً، بتنسيق كامل ومباشر بين السلطة المحلية والبرنامج السعودي لتنمية وإعمار اليمن، وشارف على الانتهاء، بعد أن تم تجهيز العيادات وغرف العمليات والعناية المركزة والمختبرات بأحدث التقنيات الطبية العالمية، ونحن الآن في المراحل النهائية والترتيبات اللوجستية والإدارية لنكون على موعد قريب جداً لافتتاح هذا الإنجاز التاريخي الذي سيظل شاهداً حياً على عمق العطاء السعودي الإنساني والتنموي في بلادنا.

• ​ماذا عن دور البرنامج السعودي لتنمية وإعمار اليمن؟

​•• يمثل البرنامج السعودي لتنمية وإعمار اليمن بالفعل الذراع التنموية النابضة ومحرك التنمية الأساسي في بلادنا، وكان لمحافظة المهرة نصيب وافر وبصمة واضحة من هذه الجهود إذ قدم البرنامج فيها أكثر من 50 مشروعاً ومبادرة تنموية نوعية غطت مختلف القطاعات الحيوية. ففي قطاع الصحة وإلى جانب مشروع مدينة الملك سلمان الطبية والتعليمية يأتي مشروع إنشاء وتجهيز مركز العمليات والعناية المركزة بمستشفى الغيضة المركزي كدعم طبي متكامل جهز بأحدث الأجهزة والمعدات لرفع كفاءة الاستجابة للحالات الحرجة، إضافة إلى إنشاء وتجهيز مركز الغسيل الكلوي التخصصي الذي خدم مرضى الفشل الكلوي في المهرة وما جاورها وأسهم في تخفيف أعباء السفر والعلاج عبر تقديمه أكثر من 100 ألف خدمة طبية تخصصية. وفي قطاع التعليم تجلت البصمة السعودية في إنشاء وتجهيز ثماني مدارس نموذجية في المحافظة لتوفير بيئة تعليمية حديثة تدعم جودة التعليم وتنمية مهارات الطلبة، وفي قطاع النقل والربط الجوي والبري برز مشروع إعادة تأهيل مطار الغيضة الإستراتيجي كأحد أهم المنجزات وشمل تطوير مرافق المطار وتحديث أنظمة الملاحة والاتصالات ورفع جاهزية التشغيل بما يسهم في تحسين خدمات السفر، فضلاً عن مشروع إعادة تأهيل الطرق الداخلية بمديرية الغيضة الذي يهدف إلى رفع كفاءة الطرق وتحسين الحركة المرورية وسلامة المشاة لتسهيل الوصول للمرافق الحيوية. أما في قطاعي المياه والطاقة فقد كان للبرنامج السعودي عبر مشاريع حفر الآبار الإستراتيجية دور في تزويدها بمحطات ضخ وشبكات توزيع، إلى جانب تسيير صهاريج المياه الصالحة للشرب، وتوفير المولدات وخطوط النقل للكهرباء، ونحن أيضاً وخلال هذا العام أمام مشروع محطة كهرباء بالطاقة الشمسية بقوة ٥٠ ميغاواط لمدينة الغيضة لتشكل هذه المنظومة المتكاملة نموذجاً حقيقياً للانتقال نحو التنمية المنشودة والمستدامة.

​المشتقات النفطية والمد الإغاثي

• ​كيف ينعكس الدعم السعودي في ملف المشتقات النفطية والجانب الإغاثي المباشر على حياة المواطن؟

•• ​لا يمكننا أن نغفل الأثر المباشر واليومي لمنحة المشتقات النفطية السعودية، فاستمرارية تدفق هذه المنحة وما يتم شراؤه من وقود من إيرادات المحافظة لتشغيل محطات التوليد قد أسهم بشكل مباشر في تحسين خدمة الكهرباء، خصوصاً في فصل الصيف الشديد الحرارة، وهذا الاستقرار النسبي في التيار الكهربائي ينعكس إيجاباً على كل تفاصيل الحياة اليومية للمواطن من تشغيل للمستشفيات والمدارس والأسواق والورش وصولاً إلى تأمين ضخ المياه للمنازل. وإلى جانب هذا الدعم الخدمي تأتي الحملات الإغاثية المستمرة لمركز الملك سلمان للإغاثة والأعمال الإنسانية التي تشمل توزيع السلال الغذائية وتأمين المساعدات الإيوائية والاستجابة العاجلة للمتضررين من الأعاصير والحالات المدارية التي تتعرض لها المحافظة بين الحين والأخر.

تنسيق عالٍ مع التحالف

• في ظل الدعم السعودي.. كيف تقيم الواقع الأمني في المحافظة؟

•• الاستقرار الفريد الذي تعيشه محافظة المهرة اليوم ليس وليد الصدفة، بل هو ثمرة إستراتيجية واعية انتهجتها السلطة المحلية والقوات العسكرية بدعم من قوات تحالف دعم الشرعية، بالتعاون الوثيق مع المكونات السياسية الوطنية وأبناء المحافظة الأوفياء الذين أدركوا مبكراً خطورة الانزلاق في أتون الصراعات السياسية والعسكرية. لقد نجحنا في قيادة المحافظة من خلال تغليب لغة الحوار وإعلاء المصلحة العليا للمهرة خصوصاً واليمن عموماً والنأي بها تماماً عن التجاذبات والحسابات الضيقة وحرصنا على أن تكون السلطة المحلية مظلة جامعة لكل أبناء المحافظة بمختلف مكوناتهم الفكرية والقبلية معتمدين على الأعراف القبلية الأصيلة لأبناء هذه المحافظة التي تنبذ العنف والعصبيات وتدعو للتعايش والسلام، كما أن الشراكة المتينة والتنسيق المستمر بين الأجهزة الأمنية والعسكرية وقوات درع الوطن والسلطة المحلية والقبائل كل ذلك شكل سياجاً منيعاً لحماية هذه المحافظة وأهلها وجعلها واحة أمن واستقرار وتعايش ونموذج يحتذى به في الحكمة وإدارة الأزمات.

• ما رؤيتكم في المحافظة لخريطة الحل السياسي وشكل الدولة في اليمن؟

•• ​نحن في قلب خريطة الحل السياسي ونؤيد بقوة الجهود الإقليمية والدولية كافة الرامية لإحلال السلام الشامل والعادل في اليمن ونثمن عالياً الرعاية الكريمة للأشقاء في السعودية للحوارات السياسية الهادفة إلى تقريب وجهات النظر وتوحيد الصف. والمهرة بموقعها وثقلها الجغرافي والاجتماعي الاقتصادي لا يمكن تجاوزها أو تهميش دورها في أي تسوية سياسية قادمة، أما بخصوص محددات رؤيتنا لشكل الدولة ومستقبل المحافظة فنحن نرى أن الحل الأمثل يكمن في إطار دولة يمنية اتحادية من أقاليم تراعي خصوصيتنا في المحافظات الشرقية وتضمن الشراكة الحقيقية في السلطة والثروة، وتمنح المحافظات صلاحيات واسعة لإدارة شؤونها التنموية والأمنية، وهي رؤية واضحة وثابتة وهي أن تنال المحافظة مكانتها اللائقة التي تستحقها بحجم مساحتها ومواردها بحيث يكون لأبناء المهرة شراكة حقيقية في السلطات الثلاث، وحضور في السلك الدبلوماسي، والحق الكامل والمطلق في إدارة محافظتهم وتوجيه ثرواتها نحو التنمية والبناء، مع الحفاظ على الهوية المهرية الفريدة والخصوصية الثقافية للمحافظة في إطار الحل السياسي الشامل والنهائي.

​• ما مستوى التنسيق مع التحالف بخصوص التهريب وتأمين المنافذ؟

•• ​تعتبر محافظة المهرة نظراً لموقعها الجغرافي الفريد وشريطها الحدودي والساحلي الطويل والممتد خط الدفاع الأول للأمن القومي لليمن وللإقليم عموماً، ولذلك وضعت السلطة المحلية بالتنسيق مع الوحدات العسكرية والأمنية وقوات درع الوطن وقوات خفر السواحل إستراتيجية أمنية متكاملة لتأمين المنافذ البرية والبحرية ومكافحة ظاهرة التهريب، ترتكز هذه الإستراتيجية على تكثيف الدوريات الأمنية والعسكرية وتفعيل منظومة الرقابة والتفتيش في منافذ شحن وصرفيت وميناء نشطون، إلى جانب تعزيز قدرات قوات خفر السواحل لمراقبة الشواطئ الطويلة، ولا أخفيك أن هذا يحصل بتنسيق رفيع المستوى مع تحالف دعم الشرعية على مدار الساعة، ويقدم الأشقاء دعماً كبيراً لقواتنا الأمنية والعسكرية بما فيها خفر السواحل يشمل التأهيل والتدريب وتوفير المعدات الحديثة والغذاء والوقود، وقد أسفر هذا الدعم عن تحقيق نجاحات أمنية نوعية تمثلت في ضبط العديد من شحنات التهريب وإحباط المخططات التخريبية، فأمن المهرة جزء لا يتجزأ من أمن المملكة ودول الجوار والمنطقة ككل.

• ما الفرص المتاحة للمستثمرين الخليجيين والتسهيلات التي تقدمونها؟

​•• تزخر محافظة المهرة بمقومات استثمارية هائلة وواعدة تجعل منها أرضاً بكراً للاستثمارات الناجحة لا سيما في قطاع الثروة المعدنية وفي قطاع الثروة السمكية التي تمتلك فيها المحافظة مخزوناً إستراتيجياً كبيراً على امتداد بحر العرب، فضلاً عن القطاع الزراعي في الوديان الخصبة، وقطاع السياحة البيئية بما تمتلكه المهرة من طبيعة ساحرة ومحميات طبيعية فريدة مثل محمية حوف، ناهيك عن الحركة التجارية واللوجستية النشطة التي توفرها الموانئ والمنافذ البرية.

ومن هذا المنطلق فإن السلطة المحلية تفتح أبوابها وترحب برؤوس الأموال والمستثمرين من الأشقاء في دول الخليج العربي والدول العربية كافة، ونقدم اليوم حزمة متكاملة من التسهيلات والضمانات بدءاً من تبسيط إجراءات المعاملات عبر النافذة الاستثمارية الواحدة وتوفير بعض الأراضي المخصصة للمشاريع الاستثمارية وصولاً إلى تقديم المزايا والتسهيلات الضريبية والجمركية وفقاً لقانون الاستثمار، والأهم من ذلك كله هو توفير بيئة أمنية واجتماعية مستقرة ومحفزة تضمن للمستثمر سلامة وحرية العمل، ما يجعل المهرة الوجهة الاستثمارية الأكثر أماناً وجاذبية في المرحلة الراهنة والمستقبلية.

• ما ملامح طموحاتكم لتلبية احتياجات المرحلة القادمة؟

•• تطلعاتنا المستقبلية وشراكتنا مع البرنامج السعودي لتنمية وإعمار اليمن لا حدود لها فنحن نطمح إلى الانتقال معاً إلى آفاق تنموية أكثر اتساعاً وعمقاً لمواكبة التوسع السكاني والاقتصادي المتسارع للمحافظة، وتتركز تطلعاتنا في المرحلة القادمة حول تنفيذ مشاريع إستراتيجية كبرى في قطاع الطاقة من خلال الشروع في إنشاء محطات توليد كهربائية تعتمد على الطاقة المتجددة (النظيفة) في بقية مديريات المحافظة بعد تنفيد الـ50 ميغا واط بمدينة الغيضة عاصمة المحافظة لضمان خفض الكلفة واستدامة الخدمة، كما نتطلع إلى اعتماد ميناء خلفوت الإستراتيجي وتطوير وتوسعة ميناء نشطون لزيادة قدرته الاستيعابية ليصبح مركزاً تجارياً ولوجستياً إقليمياً يربط اليمن بالخليج والعالم، إضافة إلى تعبيد وصيانة الطرق الطويلة والخطوط الدولية التي تربط المهرة بالمحافظات الأخرى وبسلطنة عمان والسعودية لتسهيل حركة التجارة البينية، وفي القطاعين التعليمي والصحي نتطلع للتوسع في الكليات الجامعية والمعاهد الفنية والمهنية لتأهيل الشباب وتجهيز المزيد من المراكز الطبية المتخصصة، ونحن على ثقة كاملة بأن البرنامج السعودي الذي كان سنداً لنا في أصعب الظروف سيكون شريكنا الأساسي في صياغة هذا المستقبل التنموي المشرق للمهرة.

Al-Jaafari explained that this continuous giving, which is translated by the "Saudi Program for the Development and Reconstruction of Yemen" through massive projects in the sectors of energy, water, roads, education, and health, represents the lifeline that has reshaped reality and laid solid foundations for an infrastructure capable of accommodating future population and investment expansion. He commended the distinguished role of the "King Salman Center for Relief and Humanitarian Action" in supporting the people of the governorate in various circumstances and natural crises.

The First Deputy Governor of Al-Mahrah conveyed through "Okaz" the good news of the final arrangements for the inauguration of the "King Salman Medical and Educational City" as the largest vital and historical edifice that will end the suffering of thousands of patients. He touched upon the political and security vision that has made Al-Mahrah an oasis of security and stability, reviewing the promising investment opportunities and facilities provided by the local authority for Gulf and Arab capital. The Saudi Contribution: A Lifeline for Development

• How do you perceive the reality of Al-Mahrah Governorate today in light of the continuous developmental and humanitarian support from Saudi Arabia?

•• We cannot talk about the reality of Al-Mahrah Governorate today without pausing in reverence before the fraternal and pioneering role of our brothers in Saudi Arabia; the strategic impact of their generous and continuous support, as translated by the "Saudi Program for the Development and Reconstruction of Yemen" on the ground, goes beyond the limits of immediate projects or transient aid, representing, in essence, the fundamental cornerstone for comprehensive stability and sustainable developmental security that Al-Mahrah enjoys today, in addition to the distinguished humanitarian role of the "King Salman Center for Relief and Humanitarian Action."

The continuous Saudi contribution stems from being the lifeline that has reshaped reality in the governorate, and its massive projects in the sectors of energy, water, roads, education, and health have established solid foundations for an infrastructure capable of accommodating future population and investment expansion. This role has not been limited to repairing what crises or natural conditions have left behind, but has extended to directly enhance social and security stability, believing that development is the other face of security.

What distinguishes this fraternal support is its deep focus on the sustainability of development and the establishment of its pillars through building and rehabilitating local capacities, and supporting governmental and service institutions to empower them to perform their roles, confirming that the Kingdom has never been just a donor entity, but rather a strategic partner and the true fraternal depth for Yemen and specifically for Al-Mahrah.

Al-Mahrah Governorate, with the awareness and cohesion of its people and thanks to the sincere fraternal support of the Kingdom of Saudi Arabia, is steadily moving forward on the path of development and stability.

• What about the arrangements for the inauguration of the "King Salman Medical and Educational City"?

•• Talking about the "King Salman Medical and Educational City" project takes us to new horizons of hope; this edifice is not just a hospital or a traditional facility, but it is the largest vital medical and educational project in the history of Al-Mahrah Governorate, representing a qualitative and strategic leap in the healthcare and academic education sector.

Its great importance lies in the fact that it will completely end the suffering of thousands of patients from the governorate and neighboring provinces, who have long endured the hardships and high costs of traveling abroad or to distant provinces in search of treatment and specialized care.

This integrated medical city, with its advanced facilities and departments, will provide first-class healthcare and specialized clinics. This edifice includes a specialized hospital with a capacity of 110 beds, a college of health sciences, and comprehensive training facilities, enhancing the quality of healthcare and the qualification of medical and nursing staff that will nourish the health sector in the future.

Work is progressing at a very high pace, with full and direct coordination between the local authority and the Saudi Program for the Development and Reconstruction of Yemen, and it is nearing completion, after the clinics, operating rooms, intensive care units, and laboratories have been equipped with the latest global medical technologies. We are now in the final stages and logistical and administrative arrangements to be very close to the opening of this historic achievement, which will remain a living testament to the depth of Saudi humanitarian and developmental giving in our country.

• What about the role of the Saudi Program for the Development and Reconstruction of Yemen?

•• The Saudi Program for the Development and Reconstruction of Yemen indeed represents the vibrant developmental arm and the main driver of development in our country. Al-Mahrah Governorate has received a generous share and a clear mark from these efforts, as the program has provided more than 50 qualitative developmental projects and initiatives covering various vital sectors. In the health sector, alongside the King Salman Medical and Educational City project, comes the project to establish and equip the operations and intensive care center at Al-Ghaydah Central Hospital as a complete medical support equipped with the latest devices and equipment to enhance the efficiency of response to critical cases, in addition to establishing and equipping a specialized dialysis center that has served kidney failure patients in Al-Mahrah and its surroundings and has contributed to alleviating the burdens of travel and treatment by providing more than 100,000 specialized medical services. In the education sector, the Saudi mark was evident in establishing and equipping eight model schools in the governorate to provide a modern educational environment that supports the quality of education and develops students' skills. In the transport and air and land connectivity sector, the project to rehabilitate Al-Ghaydah strategic airport emerged as one of the most important achievements, including the development of airport facilities and updating navigation and communication systems and raising operational readiness, which contributes to improving travel services, in addition to the project to rehabilitate the internal roads in Al-Ghaydah Directorate, which aims to enhance road efficiency and improve traffic flow and pedestrian safety to facilitate access to vital facilities. In the water and energy sectors, the Saudi program has played a role through strategic well-drilling projects to supply them with pumping stations and distribution networks, in addition to operating water tankers for drinking water, and providing generators and electricity transmission lines. This year, we are also facing a solar power plant project with a capacity of 50 megawatts for Al-Ghaydah City, making this integrated system a true model for the transition towards the desired and sustainable development.

Oil Derivatives and Humanitarian Aid

• How does Saudi support in the oil derivatives file and direct humanitarian aid reflect on the lives of citizens?

•• We cannot overlook the direct and daily impact of the Saudi oil derivatives grant. The continuity of this grant and what is purchased from fuel from the revenues of the governorate to operate the generation stations has directly contributed to improving electricity service, especially in the extremely hot summer. This relative stability in the electricity supply positively reflects on all aspects of daily life for citizens, from operating hospitals, schools, and markets to securing water supply for homes. High Coordination with the Coalition

• In light of Saudi support, how do you evaluate the security situation in the governorate?

•• The unique stability that Al-Mahrah Governorate enjoys today is not a coincidence, but rather the result of a conscious strategy adopted by the local authority and military forces with the support of the Coalition to Support Legitimacy, in close cooperation with national political components and the loyal sons of the governorate who recognized early the dangers of slipping into the quagmire of political and military conflicts. We have succeeded in leading the governorate by prioritizing dialogue and elevating the higher interest of Al-Mahrah in particular and Yemen in general, completely steering it away from narrow conflicts and calculations, and we have been keen to ensure that the local authority is an umbrella that includes all the sons of the governorate with their various intellectual and tribal components, relying on the authentic tribal customs of the people of this governorate that reject violence and tribalism and call for coexistence and peace. The solid partnership and continuous coordination between the security and military agencies, the National Shield Forces, the local authority, and the tribes have all formed a strong barrier to protect this governorate and its people, making it an oasis of security, stability, coexistence, and a model to be emulated in wisdom and crisis management.

• What is your vision in the governorate for the political solution map and the shape of the state in Yemen?

•• We are at the heart of the political solution map and strongly support all regional and international efforts aimed at achieving comprehensive and just peace in Yemen. We highly appreciate the generous sponsorship of our brothers in Saudi Arabia for the political dialogues aimed at bridging viewpoints and unifying ranks. Al-Mahrah, with its location and its geographical, social, and economic weight, cannot be overlooked or marginalized in any upcoming political settlement. As for the determinants of our vision for the shape of the state and the future of the governorate, we see that the optimal solution lies within the framework of a federal Yemeni state composed of regions that respect our uniqueness in the eastern governorates and ensure genuine partnership in power and wealth, granting the governorates broad powers to manage their developmental and security affairs. This is a clear and steadfast vision that the governorate deserves to attain its rightful place commensurate with its size and resources, so that the people of Al-Mahrah have a genuine partnership in the three authorities, a presence in the diplomatic corps, and the full and absolute right to manage their governorate and direct its wealth towards development and construction, while preserving the unique Mahri identity and cultural specificity of the governorate within the framework of a comprehensive and final political solution.

• What is the level of coordination with the coalition regarding smuggling and securing the outlets?

•• Al-Mahrah Governorate, due to its unique geographical location and its long and extended border and coastal strip, is considered the first line of defense for national security in Yemen and the region in general. Therefore, the local authority, in coordination with military and security units, the National Shield Forces, and the Coast Guard, has developed a comprehensive security strategy to secure land and sea outlets and combat the phenomenon of smuggling. This strategy is based on intensifying security and military patrols and activating the inspection and monitoring system at the shipping and Al-Sarif outlets and the Nishtun port, in addition to enhancing the capabilities of the Coast Guard to monitor the long coastlines. I must tell you that this is happening with high-level coordination with the Coalition to Support Legitimacy around the clock, and our brothers provide significant support to our security and military forces, including the Coast Guard, which includes training, rehabilitation, and providing modern equipment, food, and fuel. This support has resulted in achieving qualitative security successes represented in seizing many smuggling shipments and thwarting sabotage plans. The security of Al-Mahrah is an integral part of the security of the Kingdom and neighboring countries and the region as a whole.

• What opportunities are available for Gulf investors and the facilities you provide?

•• Al-Mahrah Governorate is rich in immense and promising investment components that make it a virgin land for successful investments, especially in the mineral wealth sector and the fisheries sector, where the governorate possesses a large strategic stock along the Arabian Sea, in addition to the agricultural sector in the fertile valleys and the environmental tourism sector, given the enchanting nature and unique natural reserves such as the Huf Protected Area, not to mention the active commercial and logistical movement provided by the ports and land outlets.

From this standpoint, the local authority opens its doors and welcomes capital and investors from our brothers in the Gulf Arab countries and all Arab countries. Today, we offer a comprehensive package of facilities and guarantees starting from simplifying transaction procedures through a one-stop investment window and providing some lands designated for investment projects, to offering tax and customs advantages and facilities in accordance with the Investment Law. • What are the features of your ambitions to meet the needs of the upcoming phase?

•• Our future aspirations and our partnership with the Saudi Program for the Development and Reconstruction of Yemen are limitless. We aspire to move together to broader and deeper developmental horizons to keep pace with the accelerating population and economic expansion of the governorate. Our aspirations in the upcoming phase focus on implementing major strategic projects in the energy sector by starting to establish power generation stations that rely on renewable (clean) energy in the other districts of the governorate after implementing the 50 megawatts project in Al-Ghaydah, the capital of the governorate, to ensure cost reduction and service sustainability. We also look forward to adopting the strategic Khalfout port and developing and expanding the Nishtun port to increase its capacity to become a regional commercial and logistical hub linking Yemen with the Gulf and the world, in addition to paving and maintaining the long roads and international routes connecting Al-Mahrah with other governorates and with the Sultanate of Oman and Saudi Arabia to facilitate inter-trade movement. In the educational and health sectors, we look forward to expanding university colleges and technical and vocational institutes to qualify youth and prepare more specialized medical centers.
