بالبلدي: قيمتها 150 مليار دولار.. العراق يدرس بيع 600 ألف عقار بينها قصور صدام

قدم الفريق الاقتصادي في الحكومة العراقية مقترحات في محاولة لإخراج البلاد من أزمتها المالية. ووفقاً لمصادر «عكاظ»، فإن أبرز هذه المقترحات يتضمن بيع نحو 600 ألف عقار حكومي من بينها ألفمقر تضم عددا كبيرا من القصور التي تعود للرئيس العراقي السابق صدام حسين.


تأمين الرواتب لموظفي الدولة


وبررت المقترحات أن تحويل جزء من هذه الأصول إلى سيولة قد يوفر للخزينة ما يكفي لتأمين رواتب أكثر من عام، لكن المشكلة التي تواجه رئيس الوزراء علي الزيدي ليست فقط كم تملك الدولة، بل أيضاً كم بقي من هذه الأملاك تحت سيطرتها فعلاً، ومن يملك مفاتيح بيعها وبأي سعر؟


ويرى الفريق الاقتصادي أن المحاولات المبذولة من قبل الحكومة لإنهاء الأزمة المالية ما زالت تواجه صعوبات عملية، وأن تعويض خسائر الإيرادات يتطلب اللجوء إلى بيع العقارات.


وكانت الحكومة العراقية حاولت تعويض جزء من خسارة الإيرادات من خلال إبرامها مع أنقرة اتفاقاً لتمديد تشغيل خط كركوك–جيهان، بما يتيح للعراق استئناف تصدير النفط عبر الأراضي التركية بطاقة تصل إلى 750 ألف برميل يومياً، لكن هذا المسار، وفق أوساط سياسية، لا يبدو كافياً لحل الأزمة.


إحياء مقترح قديم


وتواجه الحكومة، بحسب تقديرات متداولة، حاجات شهرية للرواتب تقترب من 8 تريليونات دينار، إلى جانب التزامات ودين عام يقترب من 100 تريليون دينار.


وللخروج من هذه الأزمة، أعاد الفريق الاقتصادي للحكومة إحياء مقترح قديم وهو بيع أصول الدولة، وهي الفكرة التي ظهرت في أزمات سابقة في وقت حكومة حيدر العبادي، حين هبطت أسعار النفط إلى 30 دولاراً للبرميل، لكنها تعود الآن في ظروف أكثر صعوبة. وبحسب مصادر سياسية، فإن المقترح يتضمن التصرف بجزء من أملاك الدولة التي تقدر بنحو 600 ألف عقار، بينها نحو ألف من القصور والمنشآت التي تعود إلى عهد صدام حسين.


الدولة تبحث بيع أملاكها


وتذهب تقديرات متداولة إلى أن قيمة هذه الأصول قد تتجاوز 150 مليار دولار، وهو رقم إذا تحقق فعلياً يعادل رواتب الدولة لأكثر من عام.


لكن المفارقة أن الدولة التي تبحث عن بيع أملاكها لتأمين الرواتب قد لا تكون قادرة أصلاً على استعادة السيطرة الكاملة على جميع تلك الأملاك.


وبحسب ما نقله رئيس ديوان الرقابة المالية عمار المشهداني، فإن أكثر من 20 ألف عقار تابع للدولة متجاوز عليها. وتتهم جهات نيابية قوى سياسية وتيارات وفصائل بالاستحواذ على عدد كبير من العقارات الحكومية، فيما تقدر جهات نيابية أن نحو 70% من أملاك الدولة بيعت خلال السنوات الماضية بطريقة غير واضحة.


مصادرة آلاف العقارات


وقدرت مصادر ومختصون عدد القصور والمنشآت الرئاسية التي شيدت خلال فترة صدام بنحو ألف قصر ومنشأة، بينها نحو 200 داخل بغداد. وبعد 2003، تغيرت وظائف هذه القصور. بعضها تحول إلى مقرات حكومية، وبعضها دخل في استخدامات سياسية أو حزبية، فيما تحول بعضها الآخر إلى منتجعات ومواقع سياحية.


وصادرت الحكومة بعد سقوط النظام السابق آلاف العقارات التي كانت تعود إلى رموز ومسؤولي النظام، خصوصاً ممن كانوا يشغلون مناصب عليا في القيادة العسكرية أو تنظيمات حزب البعث وأجهزة الأمن.


ونهش الفساد أموال الدولة العراقية، حيث تتحدث تقديرات سياسية عن أموال ضخمة لدى المتهمين بالفساد تصل إلى نحو 200 مليار دولار، لكن ما استعيد فعلياً، وفق الأرقام الرسمية، أقل بكثير من ذلك، ولم يتجاوز 250 مليون دولار. وتشمل الأصول المستردة ذهباً بنحو 400 كيلو ونحو 80 عقاراً. وفي حزيران الماضي، حرك الزيدي الدبابات داخل المنطقة الخضراء لملاحقة متهمين بالفساد، واعتقل أكثر من 20 مسؤولاً ونائباً، لكن الحملة لم تمر بلا كلفة سياسية.

The economic team in the Iraqi government has proposed measures in an attempt to pull the country out of its financial crisis. According to sources from "Okaz," the most prominent of these proposals includes selling around 600,000 government properties, among which are a thousand locations that include a large number of palaces belonging to former Iraqi President Saddam Hussein.


Securing Salaries for State Employees


The proposals justified that converting part of these assets into liquidity could provide the treasury with enough funds to secure salaries for more than a year. However, the problem facing Prime Minister Ali Al-Zaydi is not just how much the state owns, but also how much of these properties is actually under its control, and who holds the keys to sell them and at what price?


The economic team believes that the efforts made by the government to end the financial crisis still face practical difficulties, and that compensating for revenue losses requires resorting to selling real estate.


The Iraqi government had attempted to compensate for part of the revenue losses by signing an agreement with Ankara to extend the operation of the Kirkuk–Ceyhan pipeline, allowing Iraq to resume oil exports through Turkish territory at a capacity of up to 750,000 barrels per day. However, this path, according to political circles, does not seem sufficient to resolve the crisis.


Reviving an Old Proposal


According to circulating estimates, the government faces monthly salary needs approaching 8 trillion dinars, in addition to obligations and public debt nearing 100 trillion dinars.


To exit this crisis, the economic team of the government has revived an old proposal to sell state assets, a concept that emerged during previous crises under Haider Al-Abadi's government when oil prices fell to $30 per barrel, but it is now returning under more difficult circumstances. According to political sources, the proposal involves disposing of part of the state properties estimated at around 600,000 assets, including about a thousand palaces and facilities dating back to Saddam Hussein's era.


The State is Looking to Sell Its Properties


Circulating estimates suggest that the value of these assets could exceed $150 billion, a figure that, if realized, would equal the state's salaries for more than a year.


However, the paradox is that the state, which is looking to sell its properties to secure salaries, may not be able to fully regain control over all those assets.


According to what was conveyed by the head of the Financial Oversight Bureau, Ammar Al-Mashhadani, more than 20,000 state properties are being encroached upon. Parliamentary entities accuse political forces, movements, and factions of seizing a large number of government properties, while some parliamentary sources estimate that about 70% of state assets were sold in recent years in an unclear manner.


Seizing Thousands of Properties


Sources and specialists estimated the number of palaces and presidential facilities built during Saddam's era at about a thousand, including around 200 within Baghdad. After 2003, the functions of these palaces changed. Some were converted into government headquarters, some were used for political or party purposes, while others became resorts and tourist sites.


The government seized thousands of properties after the fall of the previous regime that belonged to symbols and officials of the regime, especially those who held high positions in the military leadership or in the Ba'ath Party and security agencies.


Corruption has gnawed at Iraqi state funds, with political estimates speaking of massive amounts of money held by those accused of corruption reaching around $200 billion. However, what has been actually recovered, according to official figures, is much less than that, not exceeding $250 million. The recovered assets include about 400 kilograms of gold and around 80 properties. Last June, Al-Zaydi moved tanks into the Green Zone to pursue those accused of corruption, and more than 20 officials and deputies were arrested, but the campaign did not pass without political costs.
